- The City of San Diego (City) proposes to improve the Interstate 805 (I-805)/Palm Avenue Interchange (Interchange). The proposed I-805/Palm Avenue Interchange Improvement Project (Project) would increase capacity at this Interchange to address the increase in local traffic that has occurred and is"expected to occur in the future. The California Department of Transportation (Caltrans) is the lead agency under the National Environmental Policy Act (NEPA) on behalf of the Federal Highway Administration (FHWA) pursuant to 23 United States Code (USC) 327 because the proposed Project may involve access modifications of an interstate.
