The Santa Margarita Drought Reliability Project consists of a physical connection to the State Water Pipeline at Santa Margarita; a five-acre foot annual allocation of State Water to County Service Area 23, a five-acre foot per year "drought buffer," a water conservation program, and the implementation of a program to exchange water between County Service Area 23 and other State Water participants.
