- To provide guidance to BLM on managing lands at NPR-2 (in Kern County, near Taft and Ford City) for oil and gas leasing and development. The land already contains a number of producing leases, and this document provides for leasing and developing the unleased parcels, and also for continued development and production on existing leases.
