Reasons for Exemption
The renovations and improvements of an existing site and facilities, Section 15301 Existing Facilities, Consist of the following: - (1) Resilience HUB – Smothermon Community Center, existing facility and retrofit of and installation of rooftop solar and solar EV Charging station – installation of transformer and PG&E infrastructure, installation of solar EV charging stations (3 level 2 chargers and networking), installation of solar Community Center/Cooling Center. (2) Smotherman CC Expansion Add HVAC, Filtration, Food Storage; Add HVAC, filtration, and Food Storage within existing facility. (3) Remove existing 6’-0” asphalt trail, approximately 12,600 lineal feet, and install 6’-0” Class II Aggregate Base, (Stabilized DG) Trail within park area, updated of irrigation system within park area, tree planting within existing park, renovation of existing retention basin (sump) renovation, renovation of existing bioswale located in soccer field. In addition, the renovations and improvements can be seen with certainty that there is no possibility that renovations and improvements will have a significant effect on the environment, as the proposed renovation and improvements will occur within the boundaries of Smothermon Park. The site renovations and improvements, (CEQA Guidelines § 15061(b)(3)), is not located next to any scenic highway or resources; nor located on a hazardous waste site which is included on any list compiled pursuant to Section 65962.5 of the Government Code; the renovations and improvements do not affect any site that could qualify as historical resources; no structures are to be demolished due to renovation and improvements; and will not have a significant adverse impact on a historic resource. The City Council finds that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines Section 15300.2 apply to the Smothermon Park renovation and improvements. For all the foregoing, including evidence in the administrative record, the City Council of the City of Arvin sites Section 15301 Existing Facilities and General Rule Exemption Section 15061(b)(3).
