Document Description
The Miscellaneous Tank Rehabilitation project (Project) will address rehabilitation and operational improvement needs at five (5) existing potable Water Storage Tanks within the City of Folsom (City). See attached project location map Figure 1. The five tanks are currently part of the City’s water distribution system, two of which require modifications to remain in compliance with the State of California Division of Drinking Water (DDW). The project is located at four (4) individual sites throughout the City of Folsom with various rehabilitation of five tanks.
The following are the tanks and valve locating sites to be rehabilitated:
1. Tower Tank
2. Foothills Tanks #1 and #2
3. East Tank #2
4. South Tank
Below are the significant improvements at each site:
1. Tower Tank:
An existing 3.0 Million Gallon (MG) Welded Steel Tower Tank is located near 828 Willow Creek Drive, Folsom, CA in a fenced area surrounded by the residential neighborhood. It provides water storage during the high demand months and a vital infrastructure for the City’s Existing water distribution and storage system. PG&E power lines are located parallel to the project site.
The Tower Tank improvements will consist of on-site tank modifications and repairs, center cone, vent, wear plate, rafters and cross bracing system replacement, seal welding, new staircase to replace the existing ladder, new level monitoring to replace the existing staff gauge, improved personal safety anchors and guardrail, water storage tank mixer system for Trihalomethane (THM) reduction, access improvements, inlet/outlet pipe modification, electrical, instrumentation and SCADA improvements including new power utility service from Sacramento Municipal Utility District (SMUD), relocation of the existing antenna, and a prefabricated steel canopy above the electrical panels, site drainage improvements, sampling improvements, interior and exterior roof coating, exterior coating spot repairs and related work. The improvements also include a new impressed-current cathodic protection system for the tank.
This work qualifies for a Categorical Exemption per Sections 15301.b, 15301.d, and 15302.c of the CEQA Guidelines.
2. East Tank #2:
The existing East Tank #2 is a 3 MG size Welded Steel tank located at 448 Rockport Circle, Folsom, CA. It is within the fenced area near the residential neighborhood. It provides water storage to the Rockport neighborhood during the high demand months.
The tank improvement includes overflow pipe, drain, and vent modifications, including related welding and coating spot repairs to the exterior tank to bring the tank within DDW compliance and miscellaneous on-site civil improvement to modify the drainpipe.
This work qualifies for a Categorical Exemption per Sections 15301.b, 15301.d, and 15302.c of the CEQA Guidelines.
3. Foothills Tanks #1 and #2:
The existing Foothills Tank site includes two 2.5 MG welded steel tanks, Tank #1 and Tank #2. It is located at 691 Misty Ridge Circle, Folsom, CA in a fenced area surrounded by the residential neighborhood. The Foothills tanks provide water storage capabilities during the high demand months for the Broadstone Parkway area.
The proposed improvements to the two tanks will consist of on-site tank modifications and repairs, new staircase to replace the existing ladder, new level monitoring to replace the existing staff gauge, improved personal safety anchors and guardrail, water storage tank mixer systems for THM reduction for both tanks, access improvements and catwalk bridge with handrail between the two tanks, sampling improvements, interior and exterior spot repairs and coatings, an online monitoring cabinet, electrical, instrumentation and SCADA upgrades including new power utility service from SMUD, and a prefabricated steel canopy above the electrical panels.
This work qualifies for a Categorical Exemption per Sections 15301.b, 15301.d, and 15302.c of the CEQA Guidelines.
4. South Tank:
The existing 2.5 MG South Tank is a Welded Steel tank located at 6004 Riley Street, Folsom, CA. The tank is located at the Livermore Community Park in a fenced area. It provides water storage to the Riley Street neighborhood during the high demand months.
The tank improvement includes overflow pipe, drain, and vent modifications, including related welding and spot repairs to the exterior tank to bring the tank within DDW compliance and miscellaneous site improvements to rehabilitate the existing drainage system.
This work qualifies for a Categorical Exemption per Sections 15301.b, 15301.d, and 15302.c of the CEQA Guidelines.
