Document Description
The project is the adoption of the CCCPH for the purpose of replacing and updating existing cross-connection regulations in California Code of Regulations, titles 17 and 22. Beneficiaries are the general public of the State of California who receive water from a public drinking water system as defined in the California Safe Drinking Water Act (Health & Safety Code, division 104, part 12, chapter 4, commencing with section 116270).

Reasons for Exemption
The project is exempt under section 15301 because all public water systems in California were subject to cross-connection and backflow requirements prior to the adoption of the CCCPH and the CCCPH merely updates and replaces existing regulations, therefore compliance with the CCCPH will involve negligible or no expansion of existing or former public water system facilities. (See Cal. Code Regs., tit. 14, § 15301.) Similarly, the project is exempt under section 15302 because compliance with the CCCPH will result in the replacement or reconstruction of existing public water system structures and facilities at the existing locations and will have substantially the same purpose and capacity as the replaced or reconstructed public water system structures and facilities. (See Cal. Code Regs., tit. 14, § 15302.) For these reasons the CCCPH project will not have a significant effect on the environment and is categorically exempt from CEQA.
