Conditional Use Permit (CUP) and Coastal Development Permit (CDP) for a 464-square-foot- Cannabis Outlet (CO) within an existing 32,829-square-footMarijuana
projection facility. The project proposes an amendment to the previously approved Marijuana Production Facility (MP) CUP (#2066720). Minor improvements associated with the project would consist of; reconfiguration of interior walls, bicycle parking and additional Electrical Vehicle charging stations. The project site is located at 4909 Pacific Highway in the IL-3-1 Zone, the FAA Part 77 Notification Area, the Coastal Zone (Non-App Area 2), Prime Industrial Lands, Airport Influence Area for SDIA and NAS North Island, Parking Standards Transit Priority Area, Transit Priority Area, and Campus Parking Impact in Council District 2.

Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the
project would qualify to be categorically exempt from CEQA pursuant to Section 15301 (Existing Facilities). Section 15301 allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing facilities (public or private), involving negligible or no expansion of use beyond that existing at the time of the determination. Since the project would only permit the partial conversion of an existing space for a CO which would not expand the use the exemption was deemed appropriate. The project is located on a developed
site and no environmental impacts would occur and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
