Reasons for Exemption
The project consists of the leasing of a parcel of land for the development of a battery energy storage system facility. The project is exempt under Section 15332, “In-Fill Development Projects,” also known as the Class 32 exemption, because a) as determined by the City of Holtville: the project is consistent with the applicable City of Holtville general plan Industrial land use designation and all applicable general plan policies as well as with the applicable City of Holtville Light Industrial zoning designation and regulations because it is a light industrial facility and is a facility for the storage of electrical energy under Cal. Govt Code 53091(e); b) the proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; c) the project site has no value as habitat for endangered, rare or threatened species; d) approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality, because it is a passive energy storage facility: traffic, because the facility is unmanned; noise, because the facility will not create any noticeable increase in ambient noise and will comply with city noise regulations; air quality, because operation of the facility will not cause ambient emissions of any criteria pollutants under Federal, state, or local standards; or water quality, because there will be no discharges from operation of the facility; and(e) the site site is in a developed industrial zone and can be adequately served by all required utilities and public services.
