Document Description
The proposed project is a Zoning Permit for a bank stabilization project. The project will repair and stabilize a failing retaining wall that protects an existing residence. Damage to the retaining wall began in 2019 and portions of the wall are now collapsing. The existing retaining wall will be demolished and removed. A new retaining wall will be constructed using a combination of 36-inch diameter rock slope protection (RSP), native soil and clean gravel interplanted with approximately 33 live dogwood poles. Approximately 185 cubic yards of material will be removed and the same volume of RSP, native soil, and clean gravel used in repairs. The size and location of the new retaining wall will remain the same as the existing wall. invasive ivy will be removed as part of the repair. In addition, large woody debris will be embedded into the new retaining wall and these pieces will extend into the channel to enhance in-stream habitat, particularly for salmonids. It is anticipated heavy equipment will operate within the dry channel bed. Following construction, any disturbed areas will be regraded to pre-construction conditions. Hulbert Creek is expected to be dry throughout construction. Project construction will require approximately 30 days and will occur between May 2021 and October 2021. The Project does not propose any work within jurisdictional waters during the wet season (October 15 through May 15).

The proposed project Is categorically exempt from the provisions of the CEQA Guidelines pursuant to the Provisions of Title 14 of the California Administrative Code, Section 15333(d)(5) (Small Habitat Restoration) as a stream or river bank
stabilization project to reduce erosion and sedimentation. No exceptions listed under Section 15300.2 apply. There is no reasonable possibility that the project would have a significant effect on the environment.
