Document Description
The project is an amendment to the Water Quality Control Plan for the San Diego Basin (Basin Plan), including Total Maximum Daily Loads (TMDLs) for dissolved copper and dissolved zinc in Chollas Creek. The project/amendment consists of 1) an update to clarify the application of water effect ratios (WERs) in the California Toxics Rule (CTR) for developing site-specific water quality objectives (WQOs) (Chapter 3), 2) an update to apply site-specific WERs to dissolved copper and dissolved zinc in Chollas Creek during wet weather (Chapter 3), and 3) an update to revise WER values and associated water quality criteria calculations (Chapter 7). This project/amendment takes the site-specific conditions/WER into account to achieve the intended level of ecosystem protection without being overly conservative.
