Severe storms during the winter months of 2019 caused substantial damage to
Humboldt County roads and drainage facilities. Due to the severity of damage caused by these storms, the County proclaimed a local emergency which was followed by both State and Federal declarations. At the subject location, heavy rains caused the Mattole River to swell and proceed in a southerly direction, scouring acres of embankment and damaging Lighthouse Road. Damage to the roadway and embankment is roughly 750 feet in length, with 250 feet of actual roadway being affected and lost. The roadway through this section is down to one lane. The overall project is being divided into Phase 1 (emergency repair) and Phase 2 (permanent restoration and roadway protection). This certification relates to Phase 1 work only.
