*General Rule*
The Rosecrans Booster Pump Station will allow the City of Buena Park to supply up to 100% of the city's total water demands through pumping of groundwater wells. If the Orange County Water District did not provide a loan to the City Buena Park, the city would still construct the pump station. Construction of the pump station began before the Orange County Water District approved the execution of a loan with the city. Because the city would construct the pump station with or without a loan agreement with Orange County Water District, there is no possibility the execution of the agreement to provide a loan to the City of Buena Park may have a significant effect on the environment.
