Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2017-0342-R2, pursuant to section 1602 of the Fish and Game Code to Warren Roll.
The project is limited to removal of Invasive, non-native vegetation, primarily giant cane, (Arundo) and tamarisk from the bed and banks of Hambright Creek from approximately 500 feet west of the County Road r crossing of the creek downstream to the County Road FF crossing. The vegetation will be removed using power hand tools and will be removed to a location outside of the streambed for disposal. An herbicide registered in the State of California, appropriate for this use, will be applied to fresh cut stumps of tamarisk and cane to minimize the issue of sprouting. Additionally, accumulated debris from the stream channel will be removed to allow the return of normal flows within the creek; sand, and aggregate will be side-cast onto the top of the banks of the creek while anthropogenic and vegetation debris will be removed for the proper disposal.

Reasons for Exemption
This is a small project running along Hambright Creek with the intention to restore the natural conditions of the creek through removal of stands of invasive, non-native vegetation and some accumulated anthropogenic debris and downed trees. The total acreage is less than 5 acres including both banks of the creek and the stream channel/bed. Class 2 - Replacement and Reconstruction. The Lake County Community Development Department has determined that the project will not have a significant effect on the environment. The project is consistent with the Clear Lake Shoreline Ordinance. There will be no removal of native vegetation. The project will not result in significant adverse environmental effects to wetlands or riparian habitats.
