The project is exempt from the California Environmental Quality Act (CEQA) based on the following: Pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), awarding the CSA contract to Green Waste Recovery, Inc. is exempt from CEQA because, as discussed and supported by the Town of Windsor - Proposed Solid Waste Operations and Facilities CEQA Checklist prepared by First Carbon dated June 13, 2017, it can be seen with certainty that there is no possibility that the activities in question may have a significant effect on the environment. Awarding the franchise agreement would fall under this "common sense" exemption.
