Environmental Impact Report to reevaluate effects of water transfers from the Western Canal Water District and Richvale Irrigation District service areas to interested agencies located south of the Sacramento-San Joaquin Delta and in the San Francisco Bay Are. The transfer would originate in Butte and Glenn Counties. The transfer buyers could be in Alameda, Contra Costa, Fresno, Kern, Kings, Los Angeles, Merced, Orange, Riverside, San Benito, San Bernardino, San Diego, San Joaquin, Stanislaus, or Ventura counties.
