Document Description
Note: Shorten Review The Proposed Project consists of the decommissioning of existing sediment ponds and construction of new sediment ponds for the Sonoma Developmental Center (SDC) Water Treatment Plant (WTP). The SDC WTP closed the existing sediment ponds after sediment spilled into Sonoma Creek in January 2011. The San Francisco Bay Regional Water Quality Control Board (SFBWQCB) issued a corrective action notice to the SDC WTP in February 2011. To comply with the corrective action notice, the Department of Developmental Services (DDS) proposes to construct new sediment ponds. In order to maintain the WTP function, prevent future spills into Sonoma Creek, and protect the community from harm, new sediment ponds should be constructed as soon as possible. Therefore, the Proposed Project qualifies for a shortened public review period based on the following criteria from Appendix K: (2) The public project applicant is operating under severe time constraints with regard to obtaining financing or exercising options which cannot be met without shortening the review period. (4) The health and safety of the community would be at risk unless the project is approved expeditiously.
