Document Description
Phillips 66 is proposing to increase crude oil storage capacity at its Los Angeles Refinery Carson Plant by installing one new 615,000 barrel crude oil storage tank with a geodesic dome, increasing the annual permit throughput limit of two existing 320,000 bbl crude oil storage tanks. Two new feed/transfer pumps and one 14,000 bbl water draw surge tank with associated pumps and pipelines would also be installed. Tie-ins to the Pier "T" crude oil delivery pipeline from Berth 121 would be installed and one new electrical power substation would be constructed.
