The proposed project is the replacement of an existing 40-inch concrete lined corrugated metal pipe (CMP) with a 117-foot 72-inch reinforced concrete pipe (RCP) culvert to convey the 100-year flow under Del Dios Highway. The project qualifies for a CEQA Categorical Exemption under Section 15301, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that exiting at the time of the lead agency's determination. The key consideration is whether the project involves negligible or no expansion of an existing use, it also allows for interior or exterior alterations, existing facilities both investor and publicly-owned, existing highways and streets, restoration or rehabilitation of deteriorated or damaged structures, and various forms of maintenance. Review of the project indicates that the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by governmental agencies; does not contribute to a cumulative environmental impact, does not damage scenic resources of a designated state scenic highway; is not on the list of Hazardous Waste and Substances Site pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historic resource.
