Existing MDAQMD rules and regulations require new or modified industrial facilities that increase their emissions above certain threshold to provide offsets for a portion of the emission increase. Offsets are emission reductions that have occurred, or will occur either at the industrial facility or elsewhere in the region. The purpose of the emission offset requirement is to provide mitigation, on a pollutant-specific basis , for the regional impacts that might otherwise result from the increased emissions of that pollutant. The offset requirement does not address any other potential impact from the new or modified facility (for example, the direct local impact any other potential impact from the new or modified facility (for example, the direct local impact of new emissions of that pollutant, the health risk due to emission of toxic air contaminants, the regional impacts of pollutants not subject to offset requirements, or the effect of pollutant deposition on vegetation). These other impacts are addressed by other District rules and, where appropriate, environmental analysis under CEQA by an appropriate Lead Agency.
