Document Description
On July 23, 2013, the Whittier City Council adopted a moratorium (Ordinance No. 3009) prohibiting residential development in most sections of the Whittier Boulevard Specific Plan (WBSP) Workplace District. The moratorium was extended under Ordinances Nos. 3010 (August 13, 2013) and 3023 (July 8, 2014). The purpose of the moratorium was to provide sufficient time to update the City's regulations to address potentially unlimited residential development which would undermine the purpose and intent of the Workplace District to promote business and job opportunities in the community. The WBSP Amendment addresses the Workplace District through the formation of a Residential Subarea to reduce allowable development in this subarea. The subarea would allow for a maximum of 300 residential dwelling units (du) or a max 782,607 sf of non-residential land uses, or a combination thereof. The WBSP Amendment represents a reduction in allowable residential development as compared to the Workplace District defined in the 2011 WBSP and evaluated in the 2011 WBSP Final SPEIR. This is to advise that the City of Whittier approved the following on July 28, 2015; Urgency Ordinance adopting an Addendum to the WBSP SPEIR for SPA 15-001, and adopting amendments to the development standards and land use regulations for the WBSP Workplace District under SPA 15-001. Due to the expiration of the moratorium on residential development, the City determined that adoption of this ordinance restriction on both the location and number of residential units in the Workplace District must be done on an urgency basis to ensure that SPA 15-001 can be implemented immediately rather that creating undue expense and confusion in the public and with landowners by having a six week window of time in which application for residential development could otherwise be accepted and processed.
