Pinole-Hercules Water Pollution Control Plan Improvement Project Environmental Impact Reprt (WPCP EIR) and Addendum number one to the WPCP EIR to construct various improvements to the Pinole-Hercules Water Pollution Control Plant necessary to provide full secondary treatment for influent flows up to 20 million gallons per day (mgd), to discharge treated effluent up to 13.9 mgd to the Deep Water Outfall, and to limit use of the Emergency Outfall to flows in excess of 13.9 mgd.
