The Southwest Estates project is a 12.94 acre site in Southwest Santa Rosa. The project is near the intersection of Burgess Drive and Bellevue Avenue. The site is bound by Colgan Creek on the south; Bellevue Ranch Subdivision to the north; Elsie Allen High School and Burgess Drive to the west; and undeveloped lands to the east. The project site is in an area which is rapidly urbanizing with numerous pending and approved subdivisions along Dutton Meadow to the east of the site. The project site is currently vacant with a large stand of Eucalyptus trees on the southern portion of the property. The property was most likely used as grazing land in the past. The property has two General Plan Designations. The lower third of the site is designated Medium Density Residential and the upper two thirds of the site are designated Low Density/Open Space. The site is currently zoned PI (public institutional).
Document Description
The California Department of Fish and Wildlife has executed LAke and Streambed ALteraiton Agreement number 1600-2016-0074-R3, pursuant to section 1602 of the Fish and Game Code to the project applicant, Ryder Homes of California Inc., represented by Jay Ryder. The project is limited to installation of a storm drain outlet and sanitary sewer line crossing under Colgan Creek for planned new single- and multi- family residential communities. The SD outlet will be a 48-inch corruhated metal pipe that will daylight on the north bank of Colgan Creek at a 45-degree angle downstream. The outlet area currently contains a rip-rap that will need to be removed for installation of the SD and the rip-rap will be replaced after installation of the SD. The 8-inch sanitary sewer line will be trenched through the uplands and then installed by jack-and bore under Colgan Creek connecting to an existing sanitary sewer network. The project will permanently impact 25 square feet of riparian habitat.
