Document Description
The Santa Fe Pacific Pipelines Partners, L.P., (SFPP) proposes to perform an emergency temporary repair of two exposed sections of pipeline along Line Section 111 within the San Gorgonio River in Riverside County. The pipelines convey petroleum products. The emergency temporary repair project will consist of the placement of K-rails surrounding the exposed pipeline sections. The K-rails will be backfilled with sand obtained from the dry river bottom. The backfilled sand will be lined with geotextile fabric. The exposed pipeline segments must be protected as soon as possible to protect the pipeline from damage from possible floodwaters within the San Gorgonio River, all-terrain vehicles, firearms, and corrosion. Time limitations on both ambient air temperature (activities must be conducted at temperatures about 71 degrees Fahrenheit to ensure protection of listed endangered species) and storm events require activities to occur prior to October 31, 2006.

The above actions are necessary to protect the pipeline, which was exposed as a result of previous storm events that eroded protective soils, from the upcoming rainy season, off-highway vehicle usage, firearm usage, and corrosion caused by exposure to the elements. Damage to the pipeline could cause the petroleum products conveyed in the pipeline to be released to the environment, thereby causing potentially serious harm to human health, flora and fauna, endangered species, and property. Immediate action is required due to the immediacy of the rainy season and the need to conduct this work when the ambient temperature is still above 71 degrees Fahrenheit to ensure listed endangered species in the vicinity of the project are protected.
