CEQA guidelines states that minor land divisions of four or fewer parcels are exempt from CEQA if they meet the following criteria:
a. The division of property is in an urbanized area zoned for residential, commercial, or industrial uses.
b. The division is in conformance with zoning and the General Plan.
c. No variances or exemptions are required.
d. All services and access to the proposed parcels are available.
e. The parcel was not involved in a division of a larger parcel with the previous 2 years.
f. The parcel does not have an average slope greater than 20 percent.
