Document Description
Project components, the proposed project is comprised of three primary elements including annexations of property into the Carpinteria Sanitary District, formation of assessment districts, and construction and operation of wastewater collection systems in five beach communities. The third element, construction and operation of infrastructure, is the only element of the proposed project that would result in direct impacts to the environment. Therefore, the evaluation provided in this Initial Study concentrates on this element of the project. The proposed annexation is a legal action that of itself would not have any direct impacts on the environment. However, since annexations generally may have indirect growth inducing effects, which in turn can result in physical impacts on the environment, this issue is considered in this Initial Study. The formation of assessment districts of itself is also a legal action for the purposes of project financing, and would not have any direct environmental impacts. However, the construction and operation of the infrastructure to be financed through these assessment districts is addressed in the initial study.
