Document Description
Manifest variance for Regional Solid Waste Association's household hazardous waste (HHW) collection program from hazardous waste manifest requirements. The variance authorization is limited to the transfer of HHW from various collection sites to the permanent Permit By Rule (PBR) HHW collection sites using a bill-of-lading in lieu of a manifest. This variance provides for an appropriate and safe means of hazardous waste transfer. The variance is based on the evidence that: 1. A public agency sponsored and supervised program will use this variance; 2. The hazardous wastes are transported by a registered hauler; 3. The wastes are packaged and trasported per federal Department of Transportation standards; and, 4. A copy of this variance will be carried in all vehicles transporting HHW under this variance.
