Document Description
The Yuba City General Plan Update will address all elements of a General Plan, consistent with State law. The Scope of Work for the project is attached. The current Yuba City General Plan, with the exception of the housing element, was adopted in 1989 and has not been significantly revised since. The plan covers about 70% of the sphere of influence. The text of the plan is essentially out of date and needs to be rewritten and expanded to address the entire sphere of influence. The City and its redevelopment agency have made a considerable effort in revitalizing its downtown, including the adoption of a specific plan for the greater downtown area. Even though that work is ongoing, it is not anticipated that the General Plan Update will include work specific to the downtown area, other than how it relates to the whole and provides policies encouraging infill development. The city's population is about 42,000, while the entire sphere is home to about 55,000 people. Upon buildout of the sphere of influence, we expect the population to be 110,000 to 115,000.
