Document Description
The existing Rule 323 was last revised in July 1996. Major changes being proposed for Rule 323 include raising the ROG limits for some coating categories because there are currently no complying coatings available on the market; lowering the ROG limit for some coating categories; adding container labeling requirements specific to selected coating categories; specifiying allowable thinning practices and a short-term averaging compliance option for specified coatings. All these changes are included in CARB's Suggested Control Measure for architectural coatings. The implementation of Rule 323 will overall, reduce emissions of one of the ozone precursors, reactive organic compounds (ROG) in our county.
