Construction of new facilities, including a 58 bed dormitory and multi-function support building, by Solano and Colusa counties in an existing minimum security youth facility (Fouts Springs Youth Facility) in order to permit the facilty to increase the number of wards housed and managed at the facility. Fouts Springs Youth Facility is located within the Memdpcomp national Forest near the town of Stonyford in Colusa County, Californis and approximately one mile form the Snow Mountain Wilderness.
