THE PROJECTS CONSISTS OF THE COASTAL CONSERVANCY ACCEPTIN TITLE TO 2 BEACH ACCESSWAYS AND ENTERING INTO AN AGREE- MENT WITH A LOCAL AGENCY. ONE OF THE ACCESSWAYS IS ALREADY OPENED TO THE PUBLIC AND THE CONSERVANCY'S ACCEPTANCE OF TITLE AND OPERATION OF THE ACCESSWAY IS NOT ANTICIPATED TO INCREASE USE; THE SECOND ACCESSWAY IS NOT ANTICIPATED TO RECEIVE NOTICEABLE INCREASED USE SINCE THE ACCESSWAY IS DIFFICULT TO FIND. THE ACCESSWAY'S LOCATION IN THE MIDDLE OF A RESTUART VALET PARKING AREA IS INTIMIDATING TO THE PUBLIC AND WILL DISCOURAGE PUBLIC USE.
